The VCP's 13th National Congress affirmed the pioneering role of foreign affairs in maintaining peace, mobilizing external resources for development, and enhancing Vietnam's global position. Since Doi Moi, the goal of building a strong Vietnam has set new demands on theoretical development, including foreign affairs theory. Achievements in this field over the past four decades are valuable assets for continuing diplomatic tasks and contributing to the Party's theoretical development. Vietnam therefore needs accurate assessment of the situation as a basis for building adaptable foreign policy to both protect and promote its role in international integration and development. Applying Marxism-Leninism’s ‘Internationalism’ as a foundation, combined with IR theories as analytical frameworks, makes the complex world more comprehensible. Accordingly, this article analyzes international and domestic contexts, rational cooperation, international law, communication, and Vietnam’s main diplomatic processes since 1986.
