Model Indeks Kendali Mutu-Biaya (IKMB) untuk Prioritas Preservasi Jalan Perkotaan

Kerusakan jalan perkotaan tidak hanya menurunkan tingkat pelayanan, tetapi juga meningkatkan biaya operasional kendaraan, risiko keterlambatan distribusi, dan kebutuhan anggaran pemeliharaan yang semakin besar. Penelitian ini bertujuan menyusun model prioritas preservasi jalan berbasis integrasi mutu, risiko pelaksanaan, dan implikasi ekonomi pada ruas Jalan Letjen MT Haryono, Purbalingga. Penelitian ini menggunakan pendekatan studi kasus dengan data observasi lapangan, dokumentasi kondisi perkerasan, wawancara pelaksana pekerjaan, serta kajian literatur terkini untuk menyusun parameter penilaian. Analisis dilakukan melalui identifikasi jenis kerusakan, penyebab, metode penanganan, pengendalian mutu dan pembobotan parameter penyusun IKMB. Hasil menunjukkan bahwa kerusakan dominan berupa retak ringan, ketidakrataan permukaan, ketidaklekatan lapis permukaan dan kerusakan berat yang memerlukan rekonstruksi. Faktor penyebab utama meliputi beban kendaraan berlebih, tingginya volume lalu lintas, bertambahnya umur perkerasan, genangan akibat system drainase yang kurang memadai, serta ketidaksesuaian mutu campuran agregat. Perhitungan IKMB menghasilkan nilai pemeliharaan local retak ringan sebesar 63, Leveling dan overlay pada ketidakrataan sebesar 69, rekonstruksi titik kerusakan berat sebesar 85 dan perbaikan drainase pendukung sebesar 66. Kebaruan penelitian ini adalah usulan Indeks Kendali Mutu-Biaya (IKMB) sebagai alat bantu manajemen konstruksi untuk mengurutkan prioritas penanganan berdasarkan tingkat kerusakan, risiko lalu lintas, risiko mutu, dan kelayakan biaya. Model ini mengarahkan pemeliharaan dari pola reaktif menuju preservasi preventif yang lebih ekonomis.
