Abstract
This research is a library research with primary and secondary data collection steps. The primary data is the book of Tafsir Al-Sya’rāwi and the interpretation of sofwatut Tafasir itself which discusses the interpretation of women's leadership, namely the queen of Balqi>s QS. Al-Naml (27):29-33 while the secondary data are related studies. After researching, the writer found two views. These two views come from Sheikh Ali as-Shobuni and Sheikh Mutawali. Although the two figures above both refer to the Koran, there are fundamental differences in understanding it if Sheikh Mutawali takes a contextual approach and does not leave the sociological side, leadership is not based on gender differences that a community structure will be achieved if leadership is in the hands of competent person. So Sheikh Ali as-Shobuni is more textual by quoting normative texts which are then understood textually, that Men are leaders for women, as heads, who control, and who educate them Because men are more afdal than women, because that's why nubuwwah (prophecy) is only specifically for men. By using the interpretations of the two interpreters there are two opinions which use the same historical approach and verse munasabah, in essence a leader is a man but when the conditions for being a leader are not there in men and in women, a woman may be a leader.
