This study analyzes the impacts and challenges of the diarchy system in modern contexts by examining its implementation in several countries, including Andorra, San Marino, and Nicaragua. A qualitative methodology was employed, utilizing secondary data analysis through literature reviews, constitutional documents, and related academic sources. The findings demonstrate that the diarchy system offers improved power balance, enhances governmental legitimacy, and fosters administrative efficiency. However, the system also faces challenges, such as potential leadership conflicts, political fragmentation, and the risk of dominance by one leader, which may undermine principles of equality in governance. Furthermore, the application of diarchy in democratic and authoritarian systems yields varied outcomes, depending on the availability of checks and balances. This journey culminated in the elevation of their ties to a Comprehensive Strategic Partnership (CSP) in March 2025, marking a historic milestone. This article examines the historical trajectory of this relationship, analysing its development through various phases, from early ideological alignment and Cold War complexities to structured cooperation within ASEAN and the Strategic Partnership era (2013-2024). It then delves into the key dimensions of the new CSP, focusing on enhanced cooperation in trade, investment, defence, maritime security, and emerging sectors like the digital and green economies. The article argues that the CSP holds significant untapped potential to deepen bilateral ties, contribute to ASEAN's centrality, and enable both nations to collectively navigate the geopolitical dynamics of the Indo-Pacific. Presidential Regulation Number 62 of 2023 concerning the acceleration of the implementation of agrarian reform as an effort to accelerate the fulfillment of the target of providing land for agrarian reform objects and the implementation of land redistribution, legalization of transmigration land assets, resolution of agrarian conflicts, and economic empowerment of agrarian reform subjects. This study aims to analyze the direction of the development of agrarian reform. The method</em><em> of analysis</em><em> used </em><em>was</em><em> normative juridical using a descriptive analysis approach. The results of the study are that agrarian reform is not limited to land redistribution activities but also includes asset legalization. Existing legal products have provided space for the implementation of optimal agrarian reform. Since 2015, groups operating in the Sahel have continued their tendency toward fragmentation, driven at this stage by the emergence of the organization known as the Islamic State, whose official name is the Islamic State of Iraq and Syria (ISIS). The objective of this article is to characterize the behavior of terrorist organizations in the Sahel following the emergence of the Islamic State and how relations between previously existing groups in this area changed between 2015 and 2020. During this period, the behavior of terrorism in the vast Sahel-Saharan region has been characterized by an increase in the number of actors involved, the creation of new alliances, the fragmentation of other groups, and even the emergence of many others without a specific affiliation. Therefore, the dynamics are much more complex than those that can be determined solely by well-identified and structured groups. From this, it follows that the systems of loyalties and alliances established between them are confusing and malleable. That said, no generalizations about terrorism in the Sahel can be made, given that there is no single type of terrorism and the dynamics of each group may be different, although certain trends can be identified. The combination of all these factors made possible the occurrence of different coup d’états since 2020 in Mali, Niger and Burkina Faso, that lead to the progressive expulsion and withdrawal of French troops from those countries and also marked the collapse of Wester antiterrorism program in the Sahel, reinforcing the growing influence of Russia and China in African´s security issues.</em></p> Yoslán Silverio González ##submission.copyrightStatement## http://creativecommons.org/licenses/by/4.0 2025-06-29 2025-06-29 8 1 46 62 10.32699/resolusi.v8i1.9728 Penerapan Prinsip Good Governance terhadap Masalah Sertifikat Ganda oleh BPN Kota Padang https://ojs.unsiq.ac.id/index.php/resolusi/article/view/9889 <p><em>Duplicate land titles remain a critical land issue in Indonesia, causing legal uncertainty and undermining public trust. This study examines how the Padang City National Land Agency (BPN) applies good governance principles—transparency, accountability, and work effectiveness—in addressing these cases. Using a descriptive qualitative method with interviews, observations, and documentation, the study finds that BPN's efforts, including digital tools such as the Sentuh Tanahku application and Bhumi website, have not been fully effective. Key challenges include incomplete land data, limited public digital literacy, and weak internal coordination. The election of Luiz Inacio Lula Da Silva as President launched a positive trend for the Brazilian government and fueled global optimism about the Amazon's future. The purpose of this study is to examine Brazil's environmental policy through the lens of strategic diplomacy, a descriptive qualitative approach to understanding a country's diplomacy in dealing with a complex global system (Prantl and Goh, 2016; and Doctor, 2023). The relationship between the Amazon rainforest's sustainability and Lula's election as President of Brazil will be addressed using three fundamental strategic diplomacy indicators: interconnectivity, nonlinearity, and emergence. This study regards Amazonian deforestation in Brazil as a problem that will not only destroy Brazil's natural environment, but will also threaten the survival of tropical forests as the world's lungs, as well as contribute to global temperature increases. The Amazon rainforest's importance is recognized internationally, not just in terms of the health of individuals living near the forest or in Brazil alone. This is a vital agenda for all leaders from various countries. In this way, in a nonlinear setting, a lack of support from various countries may compound the effects of deforestation in the Amazon rainforest.
